Joint committees
Joint committees include members of both chambers and usually conduct studies, administration, or coordination. Unlike conference committees, they are not ordinarily created to reconcile two versions of a bill.
Joint membership promotes bicameral information sharing on matters such as taxation, the economy, printing, or library administration. These panels may study, investigate, or oversee shared congressional functions without duplicating two separate institutions.
A joint committee does not ordinarily send ordinary legislation directly to both floors. Its membership from both chambers is the defining structural feature; its jurisdiction and powers come from the law or resolutions establishing it.
Do not infer a conference function merely because representatives and senators sit together. A conference committee forms around a particular measure to reconcile competing texts, while a joint committee normally has continuing study or administrative responsibilities. Purpose, not mixed membership alone, supplies the correct label.
