Committee referral
The Speaker in the House and the presiding officer in the Senate refer introduced measures under chamber rules, with procedural advice from the parliamentarian. Multiple referral can divide a bill among committees, and a committee can advance, rewrite, delay, or decline to act on it.
Jurisdiction determines which members and staff first control detailed consideration. A complex measure may be referred to more than one committee, sometimes sequentially or for specified provisions. Referral can therefore shape the bill by dividing ownership among panels with different expertise and preferences.
A referred bill is eligible for committee work but not guaranteed a hearing. Chairs can delay it, request agency views, assign it to a subcommittee, or schedule markup. House discharge procedures offer a difficult route around inaction; ordinary political support alone does not bypass referral.
Distinguish referral from reporting. Referral sends an introduced proposal into committee; reporting sends a committee-approved measure and its report toward floor consideration. The direction of movement identifies the stage even when the same committee appears in both descriptions.
