Free-rider problem
The free-rider problem arises when people can receive a collective benefit without helping to produce it. Each person may value cleaner air, lower taxes, or a safer workplace yet reason that one membership fee, volunteer shift, or letter will not determine the result. If everyone makes that calculation, the organization lacks the resources needed to pursue the benefit. The problem becomes especially severe when beneficiaries are numerous, difficult to identify, and impossible to exclude after success.
Suppose residents want a company to clean a polluted river. Any cleanup will benefit nearby households whether or not they join the campaign. One resident may wait for neighbors to pay for testing and legal assistance, expecting to enjoy the cleaner water anyway. Organizers can respond through selective incentives, small-group monitoring, social norms, compulsory arrangements where law permits them, or a compelling purposive appeal. A member-only research report changes the calculation because nonmembers can be excluded from that particular service even though they still share the environmental gain.
A free rider values the collective outcome but withholds a contribution; an apathetic person may not value or notice the outcome. Free riding is also not solved merely by making the potential group larger. More beneficiaries can mean more resources, but it can also make each person's contribution feel less important and make monitoring harder. The mechanism concerns incentives to contribute, not selfishness as a personality trait.
Keep the neighboring concepts separate. The collective-action problem is the broad difficulty of coordinating people toward a shared result; free riding is one incentive that produces that difficulty; selective incentives are one organizational response. Small groups with concentrated stakes often monitor contributions more easily, but they are not immune. A person who wants the policy benefit yet waits for others to pay is a free rider. A person who opposes the goal, never hears about the campaign, or distrusts its leadership may remain inactive for a different reason.
