Set up the fraction: 7/10. Multiply numerator and denominator by 10 to get 70/100 = 70%.

Percent means “per hundred.” The symbol % stands for 1/100. Saying 30% is the same as saying 30 out of every 100, or 0.30, or 30/100. Percents are simply another way to talk about parts of a whole when the whole is 100.
