Different Jobs, Connected Government

Article I vests federal legislative powers in a bicameral Congress: the House of Representatives and Senate. A proposed bill ordinarily must pass both chambers in the same form and be presented to the president. Congress also taxes and spends for constitutional purposes, regulates subjects within listed powers, establishes lower federal courts, creates offices, conducts oversight, and appropriates funds. The House and Senate have some distinct powers, so ‘Congress did this’ can hide an important chamber-specific procedure. Article II vests executive power in a president who must take care that laws are faithfully executed. Executive departments and agencies carry out statutes, administer programs, enforce rules, collect information, and advise the president under law. The president commands the armed forces but Congress holds connected war, funding, and military-regulation powers. Treaties and many appointments require Senate participation. Executive orders direct executive operations within lawful authority; they do not let a president rewrite the Constitution or create any policy without statutory or constitutional support

Judicial Power Requires a Case

Article III establishes one Supreme Court and permits Congress to create lower federal courts. Federal jurisdiction is limited to categories of cases and controversies identified by Constitution and statute. Courts interpret legal texts, determine relevant facts through procedures, and issue judgments or remedies in proper disputes. Judges do not simply answer any policy question on request. Requirements such as standing, ripeness, and jurisdiction help distinguish an actual legal controversy from a request for general advice. The familiar labels make more sense when you follow a process. Congress might enact and fund an environmental statute; an agency then develops and enforces lawful rules; a regulated party might challenge the agency’s authority; a court decides the legal claim; and Congress may revise the statute within constitutional bounds. This is not a perfectly sealed system. Branches have primary functions plus overlapping powers so they can cooperate, compete, and check one another.
